“Emergency Rescue Services Association of the Republic of Kazakhstan” LEA In 2024.

The main purpose of the Association in 2024, as well as in previous years, was to protect the interests of its members in state bodies and public organizations, to make proposals to improve the regulatory legal framework in the field of industrial and fire safety. 

In this regard, during the year the Association made contacts on different lines of communication with state, public and non-profit organizations:

 

- with the Ministry of Emergency Situations of the Republic of Kazakhstan;

- with the National Chamber of Entrepreneurs of the Republic of Kazakhstan “Atameken”.

In the “Expert Council on Private Entrepreneurship under the Ministry of Emergency Situations of RK” the Association participated in the updating of normative legal acts regulating the activities of emergency rescue and firefighting services. More than 20ty orders of the Ministry of Emergency Situations of the RK were considered and agreed upon

The functioning Web-site of the Association (www.kazspass.kz), which regularly presents the latest news and various information, allows maintaining necessary communications with users.

 

 

The Association continues to keep contacts with the international holding company - DEZEGA (Ukraine), a member of the Association and one of the world's largest developers and manufacturers of closed circuit mine rescue equipment.

 

Branches of CRH MPERS LLP and ERS Seriktes LLP are known to use DEZEGA products of the previous generation, the main part of which is oxygen-breathing equipment, compressors and testing devices.

 

The company now has updated its product range and successfully promoting it in the markets of Europe, Asia, Africa, Latin America and CIS countries.

 

 

The company also guarantees high quality products that are time-tested and in popular demand in many countries around the world.

 

At the same time, there are certain risks associated with the replacement of the main components and spare parts of various DEZEGA equipment with analogs of other manufacturers, including those with poor reputation, which should be taken into account by the heads of emergency rescue teams.

 

Being a full member of the International Mine Rescue Organization “IMRB”, the Association initiated contacts of the management of the Board of “CRH MPERS” LLP with foreign partners of IMRB from Australia, Canada, South Africa, Russia for consultations during search operations in January 2024 at the site of JSC “Maikainzoloto”, which helped to promptly convey information on the accident to foreign colleagues and get the necessary recommendations from them.

 

 

The Association also informed the public through the mass media about the progress of the search operations, the risks associated with them and the recommendations of foreign experts.

The managers of Maikainzoloto JSC, taking into account the experience of foreign rescuers, their recommendations and taking into account the risks of further search operations in winter, came to the conclusion that the best strategy may be to suspend the search operation until the more favorable weather conditions, which gave additional time to assess the situation and make more deliberate decisions.

 

 

As a result, prospecting was resumed in summer under more favorable conditions and led to successful results.

In the plans of the Association for 2025 - to continue working in the “Expert Council on private enterprise” under the Ministry of Emergency Situations of the Republic of Kazakhstan, participation in the international conference of mine rescuers “IMRB-2025”.
