Summing up the results of the LEA "Emergency Rescue Services
Association of the Republic of Kazakhstan" for 2021
This year, LEA "Emergency Rescue Services Association of the Republic of
Kazakhstan" (hereinafter - the Association) has done a great amount of work on the
implementation of planned.
Attracting new members of the Association
The work of attracting new members to the Association continues, and at the
moment the Association unites in its membership:
• the largest operators on the market of rescue and firefighting services in the
Republic of Kazakhstan;
• the world's leading suppliers and manufacturers of rescue equipment and gear;
• companies engaged in design, turn-key construction of various process modules
and facilities in the mining industry;
• experts with extensive professional experience in industrial safety.
Information resource
In January of this year, the Association launched a trilingual Web site
(www.kazspass.kz) that regularly reports the latest news and a variety of information.
Together with the authors (S.B. Azhibekov, V.S. Kravchenko) the third, edition of
the book "Mine Rescue Manual" was updated in two volumes, which summarizes the
accumulated experience of mine rescue service, presents recent advances in the
organization and technical support of rescue units, various methods and techniques of
elimination of underground accidents and other emergencies.
Interaction with government agencies of the Republic of Kazakhstan and
non-profit organizations
During the year, there was active interaction with various government and non-
profit organizations (participation in working meetings, conferences):
- with the Ministry of Emergency Situations of the Republic of Kazakhstan;
(At the initiative of the Association repeatedly has held meetings with the Minister
for Emergency Situations of the Republic of Kazakhstan, to discuss the interaction of
representatives of the quasi-state sector and private companies - members of the
Association, the coordination of their activities on the market of emergency and rescue
and fire protection services, the exclusion of conditions for dumping in tenders, the
formation of a civilized market services, prospects for professional emergency and
rescue and fire protection services).
- with the Ministry of Labor and Social Protection of the Republic of Kazakhstan;
(Proposals on amendments and additions to some legislative acts of the RK on the
issue of education, training and retraining of personnel of subsoil users on the practical
use of personal respiratory protection equipment (PPE) were sent.
- with the National Chamber of Entrepreneurs of the Republic of Kazakhstan
"Atameken”;
(Proposals for amendments and additions to some normative legal acts of the
Republic of Kazakhstan on industrial safety issues were sent).
- with the LEA "Republican Association of Mining and Metallurgical Enterprises;
(Proposals were sent for amendments and additions to some normative legal acts
- "Rules of industrial safety for hazardous production facilities of coal mines", "Rules of
industrial safety for hazardous production facilities engaged in mining and geological
prospecting", on the practical use of personal protective equipment by personnel of
subsoil users).
- with the Agency for Protection and Development of Competitional trade of the
Republic of Kazakhstan.
(Sent proposals to improve the economic efficiency and competitiveness of market
entities to provide services in the field of industrial and fire safety).
Work in the structures of the Ministry of Emergency Situations of the
Republic of Kazakhstan
Throughout the year, the Association participated in the work of the "Technical
Council on Industrial Safety", expert groups under the Ministry of Emergency Situations
of the Republic of Kazakhstan (hereinafter - MES RK), where specialists of the
Association worked to revise and adjust the regulations governing the activities of
rescue services and industrial safety under the approved Law of the Republic of
Kazakhstan "On Civil Protection".
In November of this year the Association is accredited in the MES RK to conduct
expert examinations of draft regulations relating to private enterprise, as part of the
expert council on private enterprise (Order of the MES RK № 535 of 02.11.2021g.).
In December of this year the Association was included in the Branch Commission
for social partnership and regulation of social and labor relations in the field of industrial
safety (Order of the Committee of Industrial Safety MES RK № 52-NK from
21.12.2021).
International cooperation
The Association interacts with various international organizations:
company "DEZEGA" (Ukraine) - one of the world's largest developers and
manufacturers of mine-rescue equipment with closed circuit;
(Association organized working meetings of DEZEGA representatives with
representatives of the Ministry of Emergency Situations of the Republic of Kazakhstan,
JSC "Ort sondirushi", LLP "CRH MPER" on presentation of new samples of products of
this company).
Engineering Dobersek GmbH (Germany), which carries out the design and turnkey
construction of various facilities in the mining industry;
Ecospas Group and the National Association of Rescue and Environmental
Organizations (Russian Federation), uniting leading environmental and rescue
organizations of Russia in order to make joint efforts aimed at effective protection of the
environment from the negative impact of hazardous production facilities and other
economic activities, the implementation of professional rescue operations to prevent,
containment and elimination of accidents and emergencies;
International Mines Rescue Body (IMRB), uniting leading mine rescue services
from 23 countries on five continents (Australia, Asia, America, Africa, Europe).
At the next international conference "IMRB-2021" in Australia, in September of this
year, the Association became a full member of IMRB;
International Social Security Association Mining (ISSA Mining).
(In December of this year, the Association actively participated in the international
conference on security - Virtual VISION ZERO Summit, held by ISSA Mining).
Funding the Association
The Association's activities are carried out within the framework of an agreement
concluded with the members of the Association, and its funding is based on the
entrance and annual membership fees. All members of the Association are included in
the pool of members " with good reputation", i.e. they perform their duties in good faith,
including the payment of membership fees.
Results
The Association's implementation of its plans makes it possible to maintain an
optimal level of interaction and cooperation both within and outside the Association.
