«Emergency rescue services association in Republic of Kazakhstan» LEA in 2023,

The main task this year for the Association is to protect the interests of its members in state bodies and public organizations, to make recommendations to improve the regulatory legal framework in the field of industrial and fire safety.

In this regard, during the year the Association actively carried out contacts on different lines of communication with government, public and non-profit organizations:

with the Ministry of Emergency Situations of the Republic of Kazakhstan;

with the National Chamber of Entrepreneurs of the Republic of Kazakhstan «Atameken», etc.

In the «Expert Council on Private Entrepreneurship under the Ministry of Emergency Situations of the Republic of Kazakhstan» representatives of the Association participated in the adjustment of normative legal acts regulating the activities of rescue and firefighting services, in the discussion of the results of regulatory impact analysis of newly introduced regulatory instruments in the field of industrial and fire safety within the framework of the approved Law of the Republic of Kazakhstan «On Civil Protection».

Regular participation in «round tables» and conferences at the sites of MES RK, NCE RK «Atameken», «KIOSH», allows to find mutually acceptable and balanced solutions to achieve one goal - to improve emergency rescue and firefighting services for subsoil users.

The Web-site of the Association (www.kazspass.kz), which regularly reflects the latest news and various information, allows maintaining necessary communications with users.

At the suggestion of members of the Association it was prepared for publication the third, updated edition of the book «Manual of mine rescue» (authors: Azhibekov S., Kravchenko V., ISBN 9965-727-04-X) in 2 volumes, which summarizes the accumulated experience of mine rescue service, presents the latest advances in the field of organization and technical support of mine rescue units, various methods and ways of liquidation of underground accidents and other emergencies, made the necessary adjustments in connection with changes in legislation in the field of industrial and fire safety in the Republic of Kazakhstan.

The edition of the «Manual...» can help in solving the issues of additional professional training of personnel of emergency rescue services in the mining and coal industry.

The Association continues to keep contacts with the international holding - DEZEGA Company (Ukraine), a member of the Association and one of the world's largest developers and manufacturers of closed-circuit mine rescue equipment. The company has now updated its entire range of products and successfully promotes it in the markets of Europe, Asia, Africa, Latin America and CIS countries.

As it is known, the members of the Association – «CRH MPERS» LLP and «ERS Seriktes» LLP use DEZEGA products of the previous generation, the main part of which is oxygen-breathing equipment, compressors and testing devices.

Being a full member of the International Mines Rescue Body (IMRB) the Association has received an invitation to participate in the International Mines Rescue Body Conference «IMRB-2023», which will be held from 1 to 5 October this year in the Republic of South Africa and which will bring together leaders and specialists of mine rescue services from all over the world, as well as leading manufacturers of special techniques, equipment and sponsors.

The Association has passed the paper relevance competition and has been shortlisted as a speaker for the conference on October 2, 2023.

In September 2024 under the auspices of the «IMRB» will be held international competitions of mine rescuers «IMRS 2024 – Colombia», where the members of the Association can participate - mine rescuers «CRH MPERS» LLP, they have such an experience.

Participation in various international organizations and events allows to maintain a positive image of the Association and its members not only at the international level, but also has a certain positive impact on the customers of emergency services within the country.

The plans of the Association for the current and the next year include continuation of work in the expert council at the sites of the Ministry of Emergency Situations of the RK and NCE RK «Atameken».
