The issues of safe mining operations at hazardous production facilities of subsoil users (mines, open pits, quarries) under intensive development of mining industries in the Republic of Kazakhstan remain the most relevant and require increased attention from subsoil users.

The Legal Entities Association «Emergency Rescue Services Association of the Republic of Kazakhstan» (hereinafter - the Association) prepared proposals on making additions to the "Rules of industrial safety for hazardous production facilities conducting mining and geological prospecting" (hereinafter – IS Rules) (Order of the Minister for Investments and Development of the Republic of Kazakhstan dated December 30, 2014 № 352. Registered in the Ministry of Justice of the Republic of Kazakhstan on February 13, 2015 № 10247), as well as prepared a draft - "Instruction of practical training of workers to use PPE in the coal and mining industry, involved in underground work" (hereinafter - the Instruction). Suggestions for the IS Rules and the draft Instruction were sent by Acting Chairman of the Association Kravchenko V.S. for consideration by the Ministry of Emergency Situations of the Republic of Kazakhstan.
