A regular meeting of the «Technical Council» of the Industrial Safety Committee of the Ministry of Emergency Situations of the Republic of Kazakhstan was held.

The agenda Technical Council of industrial safety meeting includes various issues, including the issues of interaction between the industrial safety system and the technical regulation system of the Republic of Kazakhstan.

As a videoconference was held A regular meeting of the Technical Council of Industrial Safety Committee of the Ministry of Emergency Situations of the Republic of Kazakhstan.

AGENDA OF THE MEETING:
1. The status of the Concept of the industrial safety system of the Republic of Kazakhstan for 2021-2030, its main directions and implementation
2. Issues of interaction between the industrial safety system and the technical regulation system of the Republic of Kazakhstan on the example of application practice of development of the Technical Regulations of the EAEU and the Republic of Kazakhstan assigned to the Ministry of Emergency Situations of the Republic of Kazakhstan
3. The procedure for consideration and initiation the regulatory legal acts and regulatory technical acts by the Technical Council of industrial safety.
4. Other.

DECISION:
1. To hear the Industrial Safety Committee on the concept of industrial safety of the Republic of Kazakhstan on the basis of formation the general concept of civil protection of the Republic of Kazakhstan in March 2021 and to take part in the formation, within the framework of this concept, of industrial safety directions.
2. To apply to the Public Council of the Ministry of Emergency Situations, Republic of Kazakhstan with a question about the activities of the Expert Council on technical regulation in the field of civil protection (according to the Law of the Republic of Kazakhstan «Civil Protection») to clarify the interaction of civil protection systems and technical regulation on the example of the practice of applying Technical regulations assigned to the Ministry of Emergency Situations of the Republic of Kazakhstan.
3. To take a note of the "Procedure for consideration and initiation the regulatory legal acts and regulatory technical acts by the Technical Council of industrial safety" and further to use the proposed mechanisms in the work of Technical Council of industrial safety.
4. To take measures for expanding the number of Technical Council members of Industrial Safety, taking into account representatives of industry associations with professional qualifications in industrial safety.
5. To adopt the principle of voting 4 «agree» or 4 «against» when making decisions on inclusion in the Technical Council of industrial safety issues and making general decisions, expert opinions or recommendations of the Technical Council of industrial safety issues.
6. To hold a regular meeting of the Technical Council of Industrial Safety on February 23, 2021 in order to agree and adopt the «Regulations of the Technical Council of Industrial Safety».
7. To hold a meeting on February 16, 2021, by initiative group of the Technical Council of Industrial Safety to discuss and agree the draft «Regulations of Technical Council of Industrial Safety» provided by the Industrial Safety Committee of the Ministry of Emergency Situations of the Republic of Kazakhstan
