Insufficient preparedness of personnel in the hazardous production facilities of subsoil users to emergency situations dictates the need to take additional measures aimed at improving the quality of training (education) in mining enterprises.

The issues of safe mining at hazardous production facilities of subsoil users were discussed at bilateral meetings of representatives of DEZEGA Holding Ukraine, CRH MPERS LLP, Ort Sondiryshi JSC and the Ministry of Emergency Situations of the Republic of Kazakhstan.

Periodically incidents - exogenous and endogenous fires, ignition of technological equipment and mechanisms with smoke and gas content of mine workings, with the release of harmful substances, as well as insufficient preparedness of a personnel in emergency situations, dictate the need to take additional measures aimed to improve the quality of training (education) of workers in mining enterprises. For organization the regular practical training of personnel of enterprises, as close as it possible to a real emergency situation and the use of self-rescue means, it is necessary to create a document (hereinafter - Instruction) regulating these types of training and education. The creation of the Instruction (on the organization of regular practical training the personnel of enterprises, as close as it possible to a real emergency situation and the use of self- rescue equipment) is dictated by the need for real training miners to use an self-contained self- rescuer. The last major accidents at the Severnaya mine and Raspadskaya mine in the Russian Federation, as well as a group of accident at the Vesenne-Aralchinsky underground mine of Aktobinsk Copper Company LLP in December 2020, showed that repeated references of survivors indicate that only practical skills of training in these businesses helped them survive and return to their families.

Currently, most mine workers in Kazakhstan have no practical skills in self-contained self- rescuer (only in theory) that can cause loss of human life in an emergency situation. The high price of an self-contained self-rescuer forces subsoil users to resort to economy in practical application, and mainly theoretical training takes place, moreover there is no direct indication in practical training of personnel in regulations. At the same time, the so-called self-rescue simulators, including simulators of various manufacturers, have now appeared on the market.

But, a prerequisite for the practical use of a self-rescuer simulator must be the presence of a regenerative cartridge in it and it should correspond to the type of self-rescuer used at the mine. In addition, a prerequisite for full-fledged breathing skill training in a self-rescuer using chemically bound oxygen, the time of the protective action (hereinafter - TPA) of the regenerative cartridge in the self-rescuer-simulator should be at least 50% of the TPA of the self- rescuer used in the mine.

A self-rescuer simulator with a simulator cartridge should only be used for theoretical training in a classroom.

Thus, in order to correct the current situation, it is necessary to supplement the "Rules for ensuring industrial safety for hazardous production facilities conducting mining and geological exploration", (Decree of the Minister for Investment and Development of the Republic of Kazakhstan December 30, 2014 No. 352. Registered with the Ministry of Justice of the Republic of Kazakhstan February 13, 2015 No. 10247) with the following norms:
- general norms, where the learning process is prescribed;
- general norms, where the process of practical training is prescribed. In addition, it is necessary to create and approve the "Instructions of practical training of workers in the use of PRP in the coal and mining industry involved in underground work", in which it is necessary to determine the responsibility of the persons conducting the training and the necessary presence of representatives of the mining supervision and professional emergency rescue service.

As a result of bilateral meetings, representatives of DEZEGA Holding Ukraine, CRH MPERS LLP, Ort Sandiryshi JSC and the Ministry of Emergency Situations of the Republic of Kazakhstan came to the conclusion about the urgent need to make additions and changes to the relevant regulatory legal acts (RLA) of the Republic of Kazakhstan.
